Michael D Brown - FEMA DirectorMichael De Wayne Brown was the administrator or the Director of the Federal Emergency Management Agency (FEMA) from January 2003 to September 2005. FEMA is the division of the Department of the Homeland Security which is responsible for the Emergency Preparedness and Response (EP&R). Michael Brown was born in Guymon Oklahoma on November 8, 1954. He did his BA in political science/public administration the University of Central Oklahoma in 1978 and then went on to do his J.D. in 1981 from Oklahoma State University. Brown became a critic of the Bush administration subsequently after his resignation in September 2005 following his controversial handling of the devastation brought by the Hurricane Katrina. He was earlier appointed by the President Bush as the Director of FEMA in January 2003. Previously, Brown had spent 11 years (1989-2001) overseeing the horse trials judges and stewards for International Arabian Horse Association (IAHA).He was forced to resign after numerous lawsuits were filed against the association. Following Hurricane Katrina, Brown was named the Principal Federal Official by the Director of the Homeland security. He was placed in charge of the Federal Government Response. However soon after on September 7 2005 he was relieved of all of his on site duties along the Gulf Coast and replaced by his deputy. Though he remained as the Director of the EP&R, he blamed the press for making him the scapegoat for the slow Federal response in the aftermath of Katrina. On September 12, Brown resigned from his post of Director of FEMA commenting that the negative publicity surrounding him was distracting the attention from the much needed relief efforts. At the time he was also facing allegation that he had falsified portions of his resume. However, his credibility was further damaged when reports emerged that he had no emergency management experience before he was appointed as the Director of the FEMA. |
